To MOST of Their Audience

This would likely seem perfectly reasonable.

Mostly because MOST of CBC's audience is no better informed or knowledgeable than the CBC staff are.
So it goes to reason that the Ceeb need not ever do anything to improve their level of competence.

As per this example in regard to the flooding in Manitoba.

The CBC headline:

"Floodway open but Winnipeg not out of danger: flood Officials"

For anyone remotely informed about the Winnipeg floodway, and the "Flood Officials" certainly are...

It is well understood that the floodway is ALWAYS open because it NEVER closes because there IS NO mechanism that opens and closes the floodway.

To be fair anyone who has never learned anything about the floodway could not be expected to know this:

The Winnipeg floodway is an open ditch that has an entry point that is higher than the normal position of the gates across the Red River at the south end of Winnipeg. When the control gates on the RED RIVER are RAISED they block the water from going downstream to the city and thereby keep the CITY water levels below the critical stage.

This leaves the water nowhere to go but into the floodway and around the city.

But I suppose working for CBC allows reporters to not bother to learn or explain how things actually work. And so their audience remains what it is.

BTW - I don't recall ever seeing the position of "Flood Official" being posted.

Where do they come from?

Check the comments at CBC Codbutton other wise know as the ghost of "new".....
